Challenge
The transportation agency of Marin County convened a 24-member steering committee — elected officials, business, environmental, real estate, and alternative transportation advocates — to develop a transportation funding plan. The county retained Bluhon Group to facilitate the committee.
Approach
Over the course of ten plenary sessions, Bluhon Group facilitated an agreement that was unanimously ratified for a 1/2-cent sales tax measure to implement open space acquisition and bus, bicycle, and Route 101 capacity improvements.
Outcomes
Though the initiative failed to pass in November 1998, the coalition of cross-interest support returned to conduct a similar planning process and successfully advanced a similar ballot measure several years later.
